University of Nebraska Regent Chuck Hassebrook said Wednesday afternoon there has been no formal or informal approval by the Board of Regents regarding Nebraska’s potential move to the Big Ten Conference.

“At this juncture, I don’t know much,” Hassebrook said.

Hassebrook said he expects the Board of Regents to be briefed on the situation at Friday’s regularly-scheduled meeting. As of Wednesday afternoon, there was no official agenda item to discuss conference realignment, although Hassebrook said that could happen by mid-day Thursday. Agenda items can be added as late as 24 hours in advance – in this case, by 1 p.m. Thursday.

“I do know that if there is going to be a proposal that we’re supposed to act on, that it has to be a public agenda item that has to be publicly released,” he said.

The Executive Committee was scheduled for a 1:15 teleconference. Hassebrook is not a member of that committee, and as of 3:20 Wednesday afternoon, had not heard from anybody involved in that call.

As of 3:30, two executive committee members were said to be in meetings. A source said a third committee member was out of town and unable to participate in the call. A phone message was left for a fourth committee member.

“I’m not surprised the executive committee is having a call, with all this stuff swirling,” Hassebrook said. “But I haven’t heard anything about it other than there was going to be one.”

Board bylaws don’t provide for or restrict board action related to athletic conferences. But a university spokeperson said the board would need to be kept apprised of the situation before any moves are made.

Section 1.6 of the Board Bylaws (identifying matters that require Board approval) do not appear to require formal Board approval of NU switching conferences.

However, since the Board is Perlman's boss, it is vital that he keep it informed as to anything as significant as this decision. Having the Board's express support would be a huge CYA for Perlman.

I think the process in this case is that the AD recommends the action, the Chancellor approves the action, and the Board ratifies the action as representatives of the people of the State of Nebraska. In cases like these the Chancellor has done much of the behind-the-scenes work, so the Board will likely follow whatever course of action he recommends as long as he persuades the Board that the action is beneficial for the University of Nebraska - Lincoln.

Could very well be. Particularly the AD to Chancellor linkage. In any event, Perlman would be foolish to push it through without the Board's support.

fwiw, here's Sec. 1.6:

1.6 Board Approval Required. Approval of the Board shall be required for:

(a) The submission of the annual request for operating funds and capital improvements to the Governor or the State Legislature;

(b) Appointments of administrative officers at the rank of dean or equivalent ranks and above as provided by Section 3.2 of these Bylaws; and

(c) The creation of any new teaching department or school or division or any administrative unit of the University, or the consolidation or elimination of any such administrative unit; provided, however, that the Board may delegate to the President and the campus Chancellors approval authority as it deems appropriate.

I imagine the board is trying as much possible to keep their hands off this one and allow T.O. and Perlman to take care of it, as stated above. Just a simple technicality, CYA. Wasn't there an article out there that said a press conference could come as soon as today? With all the smoke that's out there, there must be a fire.

Nebraska has a really good open records policy, and something as big as this would be foolish to be decided in a back room somewhere. You're right pacer, give testimony for the record and have the Board make action as a CYA. Definately not a dumb move, even if unneccessary.

Very likely today's phone meeting was to prep the Board and their lawyers or to steer them in the direction they want them to go on Friday.

The only thing I can say is... if the Big 10 doesn't create a conference championship... Well, that will be too bad for Nebraska.

I will say though, this conference looks good for Nebraska volleyball and basketball... I just can't say the same for football... yet

Big Red could be headed to the Big Ten.

A source close to the Nebraska Board of Regents told Orangebloods.com, a site dedicated to University of Texas sports, that the regents have agreed to move to the Big Ten and that a formal announcement will come Friday.

Also ESPN's Chris Mortensen cites a source close to Nebraska athletic director Tom Osborne who says Osborne informed athletic staff members within the past 24 hours that the Cornhuskers were going to make the move from the Big 12 to the Big Ten.

If Notre Dame joins the Big 10, this may actually work out. But if Notre Dame comes, I think Missouri should get in. Then two more teams should be in. Then I think the Big 10 should consider adding the ACC into the conference. Along with half of the Big East teams. Then the Big 10 can go to work on the SEC.

If the Big 10 only adds NU the PAC 10 will wait a year or more to move forward on creating a league of 16.....they can slow down and do their research and still get the teams they want...If Big 10 expands to 16 then all bets are off. IMO by 2014 there are at least 4 conferences comprised of 16 teams.

Pacer: The last 48 hours Texas has been all puffed up like an Adder and then they come along with a story how they are not the bad guys and then for a little while its all quiet on their part. I think Tom called their bluff and the last nail is being driven into their coffin.

Aside from escaping some irritating features of the Big 12, for starters how about:

1. Doubling TV revenues. Remember that the AD ends up contributing something like 1/5th of its revenues to non-sports facilities and programs.

2. Built-in links to serious research opportunities, that can only continue NU's path towards becoming a widely respected research institution.

3. Saturdays in Iowa City, Chicago, Columbus, etc., rather than Lubbuck, Stillwater, Ames. . . .

4. The chance to develop a rivalry with someone a helluva lot more worthy than CU.

Why would many highly regarded Texas recruits want to go to Nebraska now? Its not like they're gonna get the chance to play a championship game in Texas where all their families and friends could attend now. Or for that matter at least one regular season game.

But at least Nebraska will have a couple more million dollars to spend.

H4eva: Besides the obvious football money, there is research money and the fact that the quality of the university could improve drastically just by being in the big10, the fact that we are relevant again in the college football hemisphere and last but not least the satisfaction of telling texas to go shove it.

We recruited texas well even before big12 was formed and we didn't play any of the texas teams.

But maybe I'm backwards on this. I just don't like this geographically. Unless... Unless the Big 10 does something like the SEC with a west and east division. Get the conference up to 16 teams and a conference championship and this looks too good to be true... Until then, all I know is Nebraska is going to a conference with no championship game and for a little more money.

huskers4_eva, there are some very interesting and legit discussions going on about recruiting.

I've heard persuasive arguments on both sides as to whether this makes our already difficult task easier or harder.

Time will tell.

fwiw, I heard yet another fourth-hand completely unsubstantiated rumor that, during the meeting TO held with other coaches of all NU sports just as the Big 12 meetings were closing last week, Wats and other said this was going to make recruiting much easier!

That's one rumor I hope is accurate.

The reason the recruits come here is the coaches, legacy, fans who wouldn't want to say ya I played for NU when we hung one on MU, OSU, PSU, or Hung one on Texas in the rose bowl.

You have to realize that Big10 has no limits on partial qualifiers which Texas demanded when big 12 was first formed. That alone should help our recruiting a lot

huskers4_eva, you sound determined to find a cloud in every silver lining.

The Big 10 was forbidden from having a conference championship game because it did not have the minimum 12 teams.

Now that it does (we hope), it almost certainly will.

That's true whether it has 12, 14 (my prediction at least for the next few years, upon adding ND and one of Rutgers/Cuse/Maryland/etc.) or 16.

We have established relationships with high school coaches down here. That will not completely disappear. If anything, we are a leg up on Michigan, Ohio State, Penn State, Iowa, Wisconsin, or any other big10 schools in terms of pulling kids out of this state, Louisiana, Mississippi or Florida, thanks to Pelini recruiting these areas and establishing ties. The big10 may no longer be the slow conference if the other teams want to match our speed, like we did with the Florida teams of the 90's. It could get very interesting.

Partial qualifiers are student athletes that don't fully qualify academically right out of high school. However they can still register and start going to school at NU for example until their grades qualify. Until that happens obviously they cannot play.

Partial qualifiers: A kid that does not acheive both the minimum HS GPA and ACT/SAT scores.

If he's admitted as a PQ, he spends year-one working on his grades. He cannot practice or workout with the team, eat with the team, etc. It is described as a lonely process during which guys that never took school seriously are forced to grow up and, literally, make the grade.

No gray shirt means you have been promised a scholarship but you have to pay out of your own pocket the gray shirt year. but you can still go to workouts and practice like everybody else.
